It would be difficult to find an equal concentration of people with such depth of experience in the healthcare and managed care field anywhere except Summit Re. Our staff averages 25 years experience in managed care, so we know the "ins and outs" of this marketplace pretty well.

We bring broad experience in health insurance and reinsurance markets,  as well as healthcare and employee benefits. Nearly every member of our staff comes from major insurance or reinsurance companies, working in areas focused on healthcare and employee benefits, HMO and provider excess loss, financial reinsurance, product development and medical management.

Here's a brief introduction to our people, and a word about our experience:

Chris Alexander, Regional Vice President, Employer Stop Loss
Chris participates in sales, field underwriting, servicing products and related services for employer stop loss, HMO excess and insured programs offered through HMOs and managed care organizations. Chris has over 25 years of experience in the insurance industry with a strong background in underwriting. He has a Master of Business Administration degree from Aurora University and Bachelor of Business Administration degree from the Illinois Institute of Technology. Chris is based in Charlotte, NC.



Gail Amstutz, CPA, MBA, Controller
Gail has primary responsibility for premium administration and maintaining the company's financial records. Gail came to us from GE Medical Protective, where she held positions in accounting and underwriting. She has a Bachelor of Science degree in business from Indiana University and a Master of Business Administration degree from Taylor University.

Jon Anderson, Vice President, Employer Stop Loss
Jon has more than 20 years of underwriting experience in the managed care reinsurance marketplace. Jon began his career at Lincoln National Reinsurance Companies in 1989, where he underwrote new and renewal HMO excess reinsurance. While there he also managed the employer stop loss business written through HMOs. At Summit Re Jon is responsible for managing the employer stop loss operation and setting the unit's strategic direction and goals. Jon graduated from Ripon College with a Bachelor of Science degree in economics.



Barbara Brown, CPS, ACS, Senior Project Assistant
Barb has over 25 years of administrative experience, including reinsurance and human resources. Barb worked at Lincoln Financial Group for seven years, including five years supporting the senior vice president and staff in Financial Reinsurance at Lincoln Re, and two years in human resources at Lincoln Annuities. At Summit Re, she has project responsibilities in marketing and sales, employer stop loss and managed care. Barb has a Master of Business Administration degree in management and human resources from Indiana Tech, as well as a Bachelor of English degree from Kent State University, where she won several critical writing awards. She is a Certified Professional Secretary, a fellow of the Life Management Institute and holds an associate of customer service designation.

Johnny D. Broyles, CLU, Vice President
Johnny joined the Summit Re team in 2004 and has over 23 years experience in healthcare insurance and risk management. The last 18 years have been dedicated to managed care reinsurance. Johnny manages sales and service to regional HMO reinsurance clients. Prior to Summit Re, Johnny was co-founder and executive vice president of sales for Risk Based Solutions, a Miami-based managing general underwriter. His past experience also includes serving as a national sales director for Alden Risk Management Services and Dun & Bradstreet Plan Services. Johnny is a graduate of Grayson College. Johnny is based in Fleming Island, FL.



Anne Cavanaugh, RN, BSN, Assistant Vice President, Medical Excess Products & Services
Anne is responsible for ensuring that medical excess and managed care programs developed by Summit Re meet clients' individual needs. Anne has over 20 years of experience in the managed care industry. She served as assistant vice president and director of managed care products and services for Lincoln National Reinsurance Companies and was Lincoln's Employee Benefits Division's director of national product development. Anne holds a Bachelor of Science degree in nursing and health from the University of Cincinnati.

Gregory Demars, FSA, MAAA, Vice President, Actuarial and Underwriting
Greg is responsible for pricing and underwriting the HMO and carrier reinsurance lines of business. Greg is a former HCC/Allianz senior executive with 16 years of experience in healthcare actuarial, underwriting and operations. His previous position at HCC Life was executive vice president, where he was responsible for the Healthcare Risk Management and LifeTrac divisions. Greg is a graduate of the University of Minnesota. Greg is based in Minneapolis, MN.



Karyn L. Dossenback, Senior Marketing Analyst
Karyn has over 17 years of insurance industry experience where she began working as a sales agent with American General, Prudential and then Blue Cross Blue Shield of Florida. While at BCBSFL she moved in to an analyst role and then moved on to be an account manager with Medco Health Solutions, where she was responsible for the management of her health plan clients’ pharmacy benefits. Karyn’s main focus is on market research, data analysis, field underwriting and proposal preparation. Karyn has a Bachelor of Science in sociology and management from Jacksonville University. Karyn is located in our Fleming Island, Florida office.

Charleen Dugas, Senior Employer Stop Loss Underwriter for Summit-Re
Charleen is responsible for underwriting new and renewal business while providing expertise and timely solutions to our business partners. Charleen's experience in the employer stop loss marketplace has been developed by underwriting for direct carriers & MGU'S over the past 14 years. Charleen is based in Indianapolis, IN.



Brian Fehlhaber, Vice President, Sales & Marketing
Brian has 25 years of experience in the group health insurance business. For the last 20 years he has specialized in health plan, carrier and provider excess reinsurance and has assisted health plans with their product development efforts. These product development efforts include helping health plans with TPA and employer stop loss strategies, insured PPO and national out-of-area product solutions, and ancillary lines development, all to help health plans compete against regional and national competitors. He holds a Bachelor of Business Administration from the University of Wisconsin, Stevens Point, is a fellow of the Life Management Institute and an AHIP Managed Health Care Specialist. He also is a licensed A&H and P&C insurance agent in 45 states.

Diane Foughty, Contract Specialist
Diane has the primary responsibility for the preparation of HMO excess and other managed care agreements, along with supporting the regional sales staff in the preparation of proposals. Employed by Summit Re since October of 2002, she has over 25 years of experience in preparing agreements including several divisions of Lincoln Re in the insurance / reinsurance / managed care business.



Karen Gick, Administrative Assistant
Employed by Summit Re since April of 2000, Karen has over 25 years of sales and customer service experience. She served as senior executive administrative assistant for the pricing, actuarial and disability income divisions of Lincoln Re, office manager and senior executive administrative assistant for GE Lighting Sales, and as a Spanish translator and treasurer with Fort Wayne Community Schools. Karen received an academic award of excellence in foreign language studies from Indiana University.

MaryBeth Gregory, Assistant Vice President.
MaryBeth is responsible for underwriting and servicing employer stop loss business to targeted profitability and service objectives. In addition to this, MaryBeth assists in setting strategic underwriting direction and monitors emerging trends in Summit Re's book of business and the employer stop loss market. MaryBeth has over 25 years of carrier and MGU underwriting experience in the employer stop loss marketplace. MaryBeth is based in Lizton, IN.



Shane Kemerly, Regional Vice President, Employer Stop Loss
Shane's primary responsibility is the sales and service of employer stop loss business written through TPA's and brokers. He has over 15 years of experience in the stop loss industry, both in underwriting, and in sales. Prior to entering the stop loss industry, Shane spent 4 years in the US Air Force and is a veteran of Operation Desert Storm. Shane is based in Lapel, IN.

Jeana Kidd, RN, Director, Managed Care Services
Jeana serves as a primary resource to third party administrators, brokers and employers groups. She provides consultative case management services to clients' medical management staff, works to ensure that managed care services meets the needs of the clients and assists Summit Re's underwriters in the evaluation and assessment of potential catastrophic claims. Jeana has many years experience in the medical and insurance industries. Prior to joining Summit Re, she was a medical risk management consultant for Munich Re stop loss. Jeana is based in Minneapolis, MN.



Kris Lahey, Director, Claims Management
Kristin manages the claims department over all product lines and works on an ongoing project to develop additional, competitive claim payment system resources and reports. She also has the primary responsibility for the implementation of new accounts and for managing our secure FTP site. Kristin came to us in 2000 from Aetna U.S. Healthcare with 10 years of experience working with claims, customer service, training/auditing and supervision in the first-dollar health care business. Kristin holds a Bachelor of Arts degree in Communications from Purdue University.

Karen Maxwell, Financial Analyst
Karen is primarily responsible for processing premium for both employer stop loss and HMO products. She is also the main back up for the data support technician, who handles the processing of census information as well as claim information for both product lines. Prior to coming to Summit Re, Karen was employed by Wells Fargo Bank for 29 years, where her focus was cash balancing and customer service.



Ernest Norwood, Underwriting Consultant
Ernie is responsible for underwriting and servicing employer stop loss business to targeted profitability and service objectives. Prior to joining Summit Re to focus on employer stop loss business, Ernie underwrote fully-insured programs for PacifiCare, a major commercial and Medicare Advantage company. He has been in insurance and finance since 2000. Ernie has a Bachelor of Arts degree from Keene State College.

Penny Pequignot, Office Manager
Penny manages the multiple Summit Re agency and individual licensing needs as well as serving as a sold case administrator for the stop loss department. She serves in all areas of Summit Re's office management and has been with the company since its inception. Penny was with Lincoln National for 11 years, eight of those years with the HMO unit, where she was involved in several areas of client service. She has earned her Health Insurance Association of America designation and held health and Property/casualty agent licenses.



Shaun Peterson, FSA, MAAA, Vice President, Lead Reinsurance Underwriter
Shaun is responsible for pricing and underwriting medical excess insurance and reinsurance lines. Shaun is a former HCC Life Insurance Company senior executive with 14 years of experience in healthcare, actuarial, underwriting and operations. His previous position at HCC was Vice President for reinsurance. Immediately prior to joining Summit Re, Shaun was United Healthcare’s Director of Actuarial Services. Shaun, a graduate of the University Of Minnesota Institute Of Technology, is located in Minneapolis, Minnesota.

Peggy Richardson, Claim Manager
Peggy is responsible for adjudicating employer stop loss claims and for communicating policies and procedures to our employer stop loss clients. Peggy also works with our IT vendor to ensure our operating systems are fully functional. Peggy has been with Summit Re since October of 2000. Previously she managed the Cost Containment / Medical Claims Management department at Aetna U.S. Healthcare. Peggy has over 20 years of experience in the managed care industry.



Phyllis Sanders, Underwriting Consultant
Phyllis joined Summit Re in October of 2011. She came to us from a leading stop loss carrier, where she spent 24 years as a senior group excess loss underwriter. Phyllis will provide support to the underwriting department to ensure that productivity, quality and timeliness standards are met. Phyllis is located in Fishers, Indiana.

Brian Shively, F.S.A., M.A.A.A., Vice President
Brian's responsibilities include the overall direction of pricing and underwriting for Summit Re. Brian has been involved with pricing and underwriting managed care products since 1988, and specifically with the reinsurance of various managed care entities since 1990. He has been a fellow of the Society of Actuaries since September of 1990. Brian has a Bachelor of Arts degree from Wabash College.



Jack Snyder, LOMA, HIA, ACS, Regional Vice President, Employer Stop Loss
Jack is responsible for sales, service and field underwriting at Summit Re. He brings nearly 30 years of sales and underwriting experience to Summit Re, including 8 years with Lincoln Re, where he was responsible for personal business production, supervising new business underwriting staff, recruiting and managing marketing staff, and providing management support to the claims department. He attended Jackson College of Ministries in Jackson, Mississippi and is a skilled team leader and team member. Jack is located in Apopka, Florida.

Debbie Stubbs, RN, MS, CCM, Director, Managed Care Services
Debbie is responsible for providing consultative case management services to clients, assisting the underwriters in the assessment of potential catastrophic claims, assisting with outside vendor selection and monitoring, and providing consultation to clients related to the development and refinement of medical management programs. She has over 16 years of managed care experience, working directly for a number of HMOs focusing on both utilization review and case management. Debbie is a graduate of the University of Maryland.



Laura Studebaker, Director of Client Services
Laura has the primary responsibility for the implementation of new accounts. Laura has been with Summit Re since January 2000 and came to us from Lincoln Re, where she was manager of client services. Prior to joining the group at Lincoln, she had been with Aetna US HealthCare in the managed care and provider contracting departments. Laura has over 20 years of experience in the insurance industry.

Kira Sturgis, Claim Manager
Kira is responsible for timely and accurate reinsurance claim adjudication and communicating directly with the client base regarding submissions. She also coordinates with the accounting department to ensure that specific client contacts receive quarterly financial and claim reports. She has been a Summit employee for ten years. Prior to that, she had over ten years combined insurance experience at Lincoln and Aetna, six of those years was direct experience with managed care. Kira holds a Bachelor of Science degree from Indiana University.



Scott Terhaar, Assistant Vice President
Scott will be assisting in the pricing and underwriting of the HMO, provider, and carrier lines of business. Previously Scott worked at HCC/Allianz where his responsibilities included project work related to reporting, system development, product management and underwriting. Scott has a Bachelor of Mathematics degree in mathematics from the University of Minnesota and is based in Minneapolis, MN.

Mark Troutman, F.S.A., M.A.A.A., CEBS, President
Mark spent 20 years at Lincoln National Corporation, most recently as second vice president in charge of the HMO, provider and carrier markets. Mark also headed the Personal Accident area of Lincoln Re, spent six years in capital management and financial reinsurance as a dealmaker, and spent ten years in various Employee Benefits Division profit center roles involving life, medical, dental, disability, flexible benefits, employer stop loss and HMO / PPO products. He has been a fellow of the Society of Actuaries since 1981. Mark is a graduate of the University of Michigan.



Kevin Wilson, Vice President, Provider and Medical Excess
Kevin joined Summit Re in January, 2011 and is responsible for all provider excess insurance and insurance carrier medical excess reinsurance sales through brokers and consultants. Kevin has been a senior sales and sales management executive in the managed care insurance and reinsurance industry for 20+ years. He also has prior work experience in HMO operations management, physician practice management and consulting. Kevin has a Bachelor of Science degree in Community Health Administration from Minnesota State, Mankato, Minnesota and completed coursework for a Masters Degree in Health Administration from St. Mary's College, Winona, Minnesota. Kevin is based in Minneapolis, MN.

Steve Wolfer, CPA, Vice President, CFO
Steve joined Summit Re in June 2000 and handles the company's finances, premium administration, experience refund calculations and continuation-of-benefits reviews. He recently added employer stop loss operations to his list of responsibilities. Steve spent 12 years as a senior manager with Ernst & Young, specializing in the audits of healthcare and nonprofit organizations. At Lincoln Re, he performed client audits and TPA appointment reviews, and served as product manager for out-of-area indemnity products. A fellow of the Life Management Institute and a certified public accountant, he has a Bachelor of Business Administration degree from the University of Cincinnati.
